QUICK ELIGIBILITY CHECK
Answer a few quick questions based on CBIC's AEO criteria and find out exactly which certificate — AEO-T1, T2, T3 or LO — your business should apply for.
AEO-T1 is granted to importers and exporters on the basis of the documents you submit — there is no physical verification of your premises. It is the quickest way into the AEO programme.
Basis: CBIC Circular 33/2016, para 1.2.1
Your security controls look ready, so you can aim for AEO-T2 straight away. The AEO team visits your premises to verify legal, records, financial and safety & security compliance.
Basis: CBIC Circular 33/2016, paras 1.2.2 & 3.5
You have held AEO-T2 continuously for 2 years or more. AEO-T3 is then issued within 30 days of your application, without a fresh physical verification.
Basis: CBIC Circular 33/2016, paras 1.2.3(i) & 4.4.8
As an AEO-T2 holder whose key business partners are all AEO-T2 or AEO-LO certified, you qualify for AEO-T3 without waiting for 2 years.
Basis: CBIC Circular 33/2016, para 1.2.3(ii)
AEO-T3 needs 2 years of continuous AEO-T2 status — or business partners who are all AEO-certified. Stay compliant and apply once you complete 2 years.
Basis: CBIC Circular 33/2016, para 1.2.3
Customs brokers, logistics providers, custodians / terminal operators and warehouse operators have a single tier — AEO-LO — granted after physical verification of your compliance and safety & security.
Basis: CBIC Circular 33/2016, para 1.3.1
AEO-T3 and AEO-LO are valid for five years. Keep your records and controls current, and apply for renewal well before the certificate lapses.
Basis: CBIC Circular 33/2016, paras 5.1 & 5.2
AEO status needs a business history of 3 financial years and at least 25 Bills of Entry / Shipping Bills last year (2 years and 10 documents for MSME importers and exporters).
Basis: CBIC Circular 33/2016, paras 3.1.6 & 3.1.7; Circular 54/2020
A pending show cause notice for fraud, forgery or smuggling, a prosecution, insolvency or a customs duty default stops AEO status. Notices dropped or decided in your favour do not count.
Basis: CBIC Circular 33/2016, paras 3.2 & 3.4
To apply for AEO status in India the applicant must be established in India — registered, with its own accounts and the places where goods are handled.
Basis: CBIC Circular 33/2016, para 3.1.5
Your eligibility check
Once your safety & security controls are in place you can move up to AEO-T2 — we can help you get ready.
AEO-LO includes an on-site check of safety & security — get those controls in place before you apply.
MSME relaxation: the 10 documents must include at least 5 in each half of the last financial year.
In exceptional cases CBIC may consider a newly established business after physical verification of its internal controls.
This is an indicative check. Final eligibility is decided as per CBIC guidelines — our experts will confirm it for you, free of cost.
